David N. Maine, M.D., is the President & CEO of Mercy Health Services (MHS), an independent, mission-driven health system serving the greater Baltimore area. Mercy Medical Center, founded by the Sisters of Mercy in 1874, is a general acute care teaching hospital affiliated with the University of Maryland School of Medicine. Appointed President & CEO in January 2020, coinciding with the onset of the COVID-19 pandemic, Dr. Maine became the first physician to lead the hospital in its nearly 150-year history. Under his leadership, Mercy adeptly navigated the pandemic's challenges, ensuring both the continuity of essential services for the community with an unwavering commitment to safety and patient care.

Dr. Maine has led the health system's continued growth and transformation by introducing new clinical programs and expanding Mercy’s network of primary and specialty care providers and locations throughout the Baltimore region. Mercy remains a beacon of hope and healing in Downtown Baltimore, bolstered by continued investment in Mercy's renowned Centers of Excellence, and by enhancing maternal health and preventive care programs to improve community health. In furtherance of Mercy's patient-centered mission of compassionate care, Dr. Maine has prioritized enhancing access and patient experience while strengthening employee engagement and culture, contributing to Mercy earning national recognitions, such as being named one of America's 50 Best Hospitals for Surgical Care by Healthgrades, and being named a Top U.S. Workplace for Women by Newsweek.

Prior to his appointment as President & CEO, Dr. Maine served as Executive Vice President for Mercy Health Services, where he was responsible for all MHS operations, overseeing the Medical Center, specialty and primary care physician networks, and Mercy affiliates. He also served as Executive Vice President of Mercy’s Physician Enterprise, focusing on the growth of its physician network. His other roles at Mercy have included serving as President of Medical Staff and as Senior Vice President of Clinical Transformation, leading Mercy’s efforts to expand ambulatory surgical services. Since 2007, Dr. Maine has also served as Medical Director of The Center for Interventional Pain Medicine at Mercy, perennially earning the distinction as a Baltimore magazine “Top Doctor”.

Dr. Maine lives in Pikesville, Maryland with his wife and two children. He was born the son of Jewish-Iraqi refugees who fled Iraq for Europe in 1972 due to the ongoing persecution of the religious minority. With the assistance of the Hebrew Immigrant Aid Society, an international refugee aid organization, Dr. Maine’s family eventually immigrated to the United States, settling in Rochester, New York in 1974.

Dr. Maine attended local public schools in Irondequoit, New York. He then matriculated at the University of Rochester School of Arts and Science and the University of Rochester School of Medicine, graduating in 2002 with Alpha Omega Alpha honors. He completed his Residency in Anesthesiology and his Fellowship in Interventional Pain Medicine at The Johns Hopkins Hospital and is Board Certified in Anesthesiology and Pain Medicine. He earned his MBA from The Johns Hopkins Carey Business School.

Dr. Maine is the Chair of the Maryland Hospital Association’s Council on Clinical & Quality Issues and also serves on the association’s Board of Trustees. Dr. Maine also serves on the board of the Greater Baltimore Committee. He was recognized as a Grassroots Champion by the American Hospital Association and was named a top Maryland healthcare leader by The Daily Record.
