Thomas R. Mullen holds the distinct honor of serving as the first lay President and CEO of Mercy Health Services and its subsidiaries Mercy Medical Center, Stella Maris, St. Paul Place Specialists, Maryland Family Care and the Mercy Health Foundation.

The Sisters of Mercy and the Board of Trustees selected Tom in 1999 to lead the downtown hospital and further their mission of care and compassion. Since then he has earned his place among the area’s leading health care executives.

Tom earned a Masters Degree in Finance from Loyola College and earned his undergraduate degree from the University of Maryland in College Park. Among his many professional honors, Tom was appointed a Commissioner for the Maryland Health Services Cost Review Commission (HSCRC). He also has served as Treasurer of the Executive Committee for the Maryland Hospital Association (MHA) and as Chairman of Financial Policy for MHA. Prior to being named President and CEO of Mercy Health Services, Tom served as Senior Vice President and Chief Financial Officer for Mercy from 1991 to 1999.

Tom was named to the list of "Influential Marylanders for 2016" by The Daily Record. In 2004, Tom was the recipient of the Maryland Stars of Life Award from the Maryland Institute for Emergency Services Systems (MIEMS) for his efforts in savings the lives of two young men pulled from the freezing waters of Chesapeake Bay. Tom also is the recipient of the Health Services Leadership Award from the Baltimore Area Council, Boy Scouts of America.

Tom also led Mercy's efforts to revitalize the neighborhood surrounding the hospital. Mercy’s crowning achievement under Tom’s leadership was the opening of a new replacement hospital, the $400 million, 20-story Mary Catherine Bunting Center in December 2010, completed 6 months ahead of schedule and $30 million under budget. Upon opening its doors, the hospital featured 15 state-of-the-art operating rooms and 196 all-private patient rooms with breathtaking views of the Baltimore skyline. Three levels of rooftop gardens and a multi-denominational Chapel of Light were included in the building’s highlights. The new hospital also included an all-weather bridge connected to a 1,300 space parking garage one block west of I-83, the JFX South. With the addition of The Mary Catherine Bunting Center, Tom oversaw the repurposing of McAuley Tower, Mercy’s former inpatient hospital, in 2013. McAuley Tower, originally constructed in 1963, became new, updated office space, allowing Mercy to relocate as many as 150 employees back to the Downtown Baltimore campus.

In 2003, Mercy opened The Harry and Jeanette Weinberg Center, a signature $42 million outpatient center featuring expressive, metropolitan architecture as well as a new parking center. The Weinberg Center houses the renowned Weinberg Center for Women's Health & Medicine as well as the acclaimed Institute for Cancer Care at Mercy.

In addition, Mercy served as catalyst with its corporate neighbors and the City of Baltimore, on behalf of the residents in the downtown business district, in revitalizing Preston Gardens, a historic park across from the hospital.
