Mercy Health Services President & CEO Dr. David Maine Confirmed to Maryland HSCRC

David N. Maine, M.D., president and CEO of Mercy Health Services, has been confirmed as a member of the Maryland Health Services Cost Review Commission (HSCRC). Dr. Maine was appointed to the seven-member commission by Governor Wes Moore and confirmed by the Maryland State Senate this general assembly session.
Established in 1971, the HSCRC is the independent state agency that sets hospital payment rates in Maryland, making it one of the most important entities in the state's healthcare landscape. Commissioners are appointed by the Governor to regulate hospital rates, promote cost containment, and ensure equitable access to quality care.

His appointment is a testament to his leadership and the respect he has earned across the industry,” said Sister Helen Amos, RSM, executive chair of the Mercy Health Services Board of Trustees. “This comes at a critically important time, as Maryland’s unique reimbursement system transitions to the new Medicare AHEAD model. Dr. Maine's presence on the commission ensures that mission-driven institutions like Mercy will have a voice as these policy decisions take shape.”
The Medicare AHEAD model (Achieving Healthcare Efficiency through Accountable Design) is a federal, state-based initiative by the Centers for Medicare and Medicaid Services designed to curb healthcare cost growth, improve population health, and advance health equity through a total cost of care approach.
